Trolley Policy

Introduction

The purpose of this document is to establish a standard for the use of trolleys. Electric trolleys, pull and push trolleys are all included in this document.

Qualifications

Generally, there are no restrictions on the use of electric or pull / push trolleys for members or visitors (other than things like they must not be taken onto greens or tees). In some circumstances it may be necessary to restrict their use mainly due to ground conditions - especially through the winter period. Restrictions will be made on Health & Safety grounds and the need to avoid excessive damage being done to the golf course - which may impact on golfers’ enjoyment of playing the course in the future. CGALT has decided it would be beneficial to develop a policy that encompasses all members and visitors who, whilst not fulfilling the legislative definitions of being disabled, need the help provided by a trolley for them to be able to play golf. To facilitate this, a list of authorized trolley users will be maintained by the Director of Golf to whom applications can be made. During times of restrictions, the use of a trolley will not be allowed unless authorized by the Complex Reception Team.

The Reception Team or the Director of Golf reserves the right to refuse permission if some, or all of, the conditions stipulated are not met.

Trolley Restrictions

The Complex staff may determine that the condition of the Course, or the weather, is such that safety on, or the condition of the Courses may be unacceptably compromised if a trolley is used. This might apply to the whole or just part of each Course. Potentially unsuitable conditions include water logging, frost, etc.

Restricted Trolley Use (exemption trolley users only). There are occasions when it will be necessary for the safety of the staff and the users of the course to restrict the use of trolleys due to the course conditions and weather. This will be declared by the designated green keeping staff member where trolleys: Present Health & Safety issues for members, visitors and/or staff and will lead to excess damage to the course. Where there is Restricted Trolley use (Carry Only), only the following will be able to use trolleys: Members and visitors with a medical exemption certificate, where in the opinion of their doctor they are unable to play or have undue difficulty in playing golf without the use of a trolley because: They are suffering from a disability within the meaning of Section 6 of the Equality Act 2010 or any statutory modification thereof; Or their medical or physical condition precludes the physical carrying of golf clubs for a full 18 hole round either permanently or long term; Or their medical or physical condition precludes the physical carrying of golf clubs for a full 18-hole round for a period specified by their doctor.

How does this affect me?

In the case where use of a trolley is restricted to ‘Exempted Trolley Users only’ those members or visitors who are disabled or who have medical or physical conditions which preclude their physical carrying of golf clubs for a full 18-hole round will be able to continue to play golf with the use of a trolley when use by the general membership or visitors is not permitted.  The determining factor will be a signed Doctors Medical Exemption Certificate because either: The player is suffering from a disability as defined under section 6 of the Equality Act 2010 i.e. A person has a disability if (a) they have a physical or mental impairment, and (b) the impairment has a substantial and long-term adverse effect on their ability to carry out normal day-to-day activities, OR A player’s capability to carry a set of golf clubs for a full 18-hole round is precluded by their specific medical or physical condition.  

  Age alone will no longer be the sole determiner. However, when conditions warrant the imposition of a ‘Total’ trolley ban, no member or visitor will be permitted to use a trolley. I want to use a Trolley when use is restricted to ‘Exempted Trolley Users only’ – what do I need to do? Those members who are disabled or who have medical or physical conditions which precludes their physical carrying of golf clubs for a full 18-hole round should see their Medical Doctor and ask them to sign a Medical Exemption Certificate with the appropriate endorsement. Once signed the certificate should be submitted to the Reception at Broome Manor, who will take a copy of the certificate. Those members with a permanent or long-term certificate will be noted within our System and will be issued with a tag to identify their exemption. Visitors who are disabled as defined under section 6 of the Equality Act 2010 or who have medical or physical conditions which precludes their physical carrying of golf clubs for a full 18-hole round will be required to produce a copy of their Medical Exemption Certificate signed by a Medical Doctor, if they wish to use a trolley where the use is restricted to ‘exempted trolley users only’.

We would advise all Exempted Trolley users to take great care when playing in conditions where others face restrictions and to avoid roped off areas and to stick to designated pathways where possible. The Health & Safety of all our customers is our number one concern.
